Commercial production does qualify for incentives in Oregon. With a few exceptions, and as of July 1, 2026, all commercial production work qualifies for both the Greenlight Oregon and the Oregon Production Investment programs.
As of July 1, 2026, commercial production work qualifies for the OPIF programs; under $1million spending will need to adhere to the “Local” or L-OPIF requirements and be intended for distribution beyond local and regional markets in order to qualify for L-OPIF, while over $1million spending will need to employ at least 50% Oregon residents as crew and shoot at least 3 days in Oregon in order to qualify for OPIF.
That is a 20% to 25% cash rebate on commercial production work through the OPIF program, paid quickly into your production bank account.
These commercial OPIF rebates are all subject to funds being available.
On top of that, Greenlight Oregon Labor Rebate program can also provide a 6.2% cash rebate on in-state payroll for commercial productions that are spending over $1million (in both payroll plus good & services) in Oregon. There are two ways commercial production companies can qualify:
- If they are spending more than $1million on one commercial production in Oregon or
- If they are spending, in aggregate, over $1million in Oregon on several commercial productions done by the same applicant company in the same calendar year.
Greenlight is specifically a rebate of Oregon W/H taxes actually paid in up to a cap of 6.2% of overall Oregon-based payroll, so Oregon W/H taxes need to be paid in order to qualify for the rebate.
The Greenlight program does not have an annual cap just a per project cap of 6.2% of Oregon based payroll.
Together these commercial incentives are an up to 26.2% cash rebate on work, purchases and rentals in Oregon; below and above the line. And if you plan to shoot outside of the Portland Metro Area there are additional Regional incentives through the R-OPIF program.
