Our Board of Directors

Our Board of Directors is appointed by the Governor but is not Senate confirmed. They meet on a quarterly basis and terms are four years with each member able to serve two consecutive terms.

Currently the OFVO Board is:

Rosemary Colliver

Rosemary Colliver has an extensive background in intellectual property law, with an emphasis on copyright and entertainment issues, including film, music, television, video games, publishing and sports marketing. She joined ShadowMachine (Los Angeles, CA and Portland, OR) in 2019 and Head of Business & Legal Affairs after spending seven years as General Counsel and Head of Business Affairs for LAIKA animation studio in Portland, Oregon. Prior to LAIKA, she worked at Tonkon Torp and Stoel Rives in Portland as well as two entertainment law firms in Los Angeles. Rosemary has represented rockers, rappers, producers, movie studios, record labels, writers, athletes and apparel companies as well as video game developers and publishers.

Rosemary received her J.D. from Loyola Law School and B.A. from Seattle University. She has served as the President of the Board for Live Wire and currently sits on the Board of Directors and Executive Board for the Children’s Cancer Association, the Board of Directors of Mt. Scott Learning Centers, the Board of Directors of the Oregon Governor’s Office of Film and Television, and co-chiars the Portland Art Museum’s PAM CUT committee. She is married with two kids in college, and a cat (Tiny) and dog (Maysie) at home. When not otherwise engaged, Rosemary spends her free time golfing and practicing hot yoga.

Liz Mowe

Liz Mowe is the Senior Manager of Outreach at Kickstarter, overseeing the Head of Arts, Head of Film, Head of Publishing and Head of Comics. Previously she was the Senior Director of Film at Kickstarter. She has also worked in France with the U.S. State Department, in India with A.R. Rahman, composer and musician, and in NYC as the acquisitions manager for the digital distributor, SnagFilms. She has spoken at a variety of film festivals including Sundance, SXSW, TIFF, Tribeca, Cannes, Sheffield Doc Fest, Hot Docs, and IDFA.

Anish Savjani (Chair)

With filmscience, Anish Savjani has produced numerous features that have been nominated for six Independent Spirit Awards and screened at festivals around the world, including Cannes, Berlinale, Venice, Toronto, Sundance and Telluride. These films include Kelly Reichardt’s Showing Up, First Cow, Certain Women and Old Joy, Jeremy Saulnier’s Hold the Dark, Green Room and Blue Ruin, Macon Blair’s I Don’t Feel at Home in This World Anymore and Ritesh Batra’s Photograph. A number of other projects by emerging and established independent filmmakers are currently in development and production, including a new film by Saulnier. Additionally, Anish was the recipient of a Cinereach Producer Award in 2018 and the Amazon Studios Producer Award at the 2017 Sundance Film Festival.

Elyse Taylor Liburd

Elyse Taylor Liburd is currently the Film Industry Project Manager at the Portland Events and Film office
housed at Prosper Portland. At Prosper, the economic development agency for the city, Elyse focuses on
supporting the growth and vibrancy of Portland’s film industry.

A native Portlander, Elyse brings solid entertainment experience of over 15 years of having studied,
worked, and performed in both New York and Los Angeles. She holds a Bachelor of Fine Arts in Musical
Theater from The University of the Arts in Philadelphia and has performed in off-Broadway and
Nationally. Her work in production began with internships and work at various studios such as Warner
Bros, Next Entertainment, and ABC Studios. Her interest in production simultaneously blossomed with
project management as she learned the world of capital infrastructure working at some of Los Angeles’
largest ACEC firms, including Metro and Sound Transit in Seattle. This work served Elyse well in her
knowledge of finance and budgeting large capital projects.

In her current role as manager of the Film Office Elyse works to create opportunities for local filmmakers
and productions. This includes initiatives like the Amplify Portland grant program, which awards funding
to projects that utilize local talent and showcase diverse stories, workforce development with local
organizations so we can increase our talent pool, and being the communication liaison for industry to
city bureaus. Her efforts contribute to building a strong film industry ecosystem within Portland and
beyond.

Elyse and her family (which includes two children) moved back to Portland in 2021 and are enjoying
exploring all the old (and new things) that make Oregon the absolute best.

Andrew Kenneth Gay

Andrew Kenneth Gay is a tenured Professor of Digital Cinema and Director of the School of Arts & Communication and the Oregon Center for the Arts at Southern Oregon University (SOU), where he has won both the university’s Distinguished Teaching Award (2021) and its Distinguished Service Award (2020), as well as the University Film & Video Association’s National Award for Teaching Excellence in 2022. Andrew designed and launched SOU’s Digital Cinema Production Arts program in 2019 and has led it to its upcoming recognition as a Top Film School by MovieMaker Magazine (Summer 2024 Issue).

Andrew is a scholar and media artist whose teaching, research, and creative practice have explored the intersections of script development, innovative production practices, and “lean” entrepreneurial principles. Before becoming a full-time educator, he worked as a freelance production coordinator, production manager, and assistant director in commercials, reality television, and independent film, and for such companies as Red Bull, Discovery Channel, and Disney. He has written, directed, and produced for both fiction and documentary media and has served as board president of Film Southern Oregon, on the board of the Oregon Media Production Association, as a programmer for the Ashland Independent Film Festival, and currently sits on the board of the University Film & Video Association.

He earned his MFA in Film & Digital Media from the University of Central Florida in 2010.
